It's possible but you need to check the pre-migration check to verify the system requirement as the plugin used for this migration is JCMA https://marketplace.atlassian.com/apps/1222010/jira-cloud-migration-assistant/version-history is not compatible with your version the least compatible version is 7.6.0 and this is a minimum version requirement for this plugin.

If you not want to upgrade the Jira then you can do a migration using the CSV import but that only migrate the issue data and rest of the configuration you need to create it manually like Projects, all schemes (issue-types, workflow, permission, screens, field configuration, etc), also boards, filters, users, groups all you need to create manually before importing the data through CSV

Hi @Sandeepsai Atlassian has good documentation on Jira server to Cloud migration, I am adding the some links that will help you understand the things you need to know before the migration, kind of pre-migration checklist.

In your case as your Jira server 6.4 which a very old and first thing you need to do is update the same to the latest version as cloud versions are always on the latest version and for the migration and data compatibility Jira server versions need to be on a latest version, so you need to upgrade you Jira version from 6.4 to 9.x latest version.

Please check the below documents for more details.
