Permissions for request types

I am new to jira and I am trying to figure out how I set permissions for request types in my support portal. For example what I am trying to do is to only allow managers to submit emergency requests, I would prefer regular users not know this options exists.

In this case I will suggest you to create a JSD project that only Managers can see and submit the urgent requests through it.
