Recently one of user account (socsaku@ml.sockets.co.jp) that I created manually for, got force to login in on Google sing in page through inputed her email on JIRA sing in page, however she hasn't used Google log in. It seems no other option to use email/password. How to solve this issue?

Thanks for reaching out to Atlassian Community!
I was able to check that the domain ml.sockets.co.jp has being claimed on another cloud URL, that's why this user is redirected to login with Google.
