I'm trying to create a pie chart on one of my dashboards to filter all open issues for a projects milestone - but i want it to be organized based on Teams. Is there a way to have all open issues from the users all in one Team in a chart? Or if it's possible to have it organized by group, that would work as well.

Pie charts out of box only work with "stattable" field objects - such as labels, groups and select-lists.
What field type is 'Teams' on your instance? If you're not able to select it on the pie chart (it does not come up as a suggestion) then it's an unsupported type and you would in fact need a different approach. That much depends on what field type you're currently using.
In case a plugin would be required - are you hosted on Cloud or Server?

I have different users on our server placed inside teams through the plans > shared teams and people tab, but this is the chart i'm getting (i have over 10+ departments i'm trying to separate by). I'm hoping that its possible for me to organize the chart by issues the people in the team have assigned to them.

Ah, right, was kind of afraid of that.
You cannot do this with the built-in Pie Chart. You may get the tables created with 'Two-Dimensional Filter Statistics', but not a pie chart.
Out of box you would need to set up multiple Pie charts per Team. In my opinion then you would need to workaround that one way or another, I don't believe that other than Two dimensional statistics there is anything similar to this and so the only way to get this would be plugins, or external tools.
