Mail Handler not creating users

I’ve set up a Mail Handler on a Hosted Jira solution;

I’ve selected the “Create a new Issue or add a comment” handler with the settings

• Strip Quotes: false

• Bulk: forward

• Forward Email: myemail@email.com

• Create Users: true

• Notify Users: true

• CC Assignee: true

• CC Watchers: true

The Mail Hanlder is processing the incomming emails BUT returns the following message ”Your comment was not added to this issue, as no user for your email address exists in the system. Please log in to add your comment.”. The “Create User” checkbox is selected but it seems that JIRA is not creating the users.

Isn't this behaviour expected in OnDemand? The link says so http://confluence.atlassian.com/display/AOD/Restricted+Functions+in+Atlassian+OnDemand
