Licensing requirements for stakeholders and collaborators

We are implementing Jira+all add-ons for a small, 4 developer, in-house development team and trying to ascertain the licensing requirements and best configuration for allowing stakeholders and collaborators to use the system. We would like for our stakeholders and collaborators to be able to create user stories, add comments, view progress, etc... This could entail as many as 50 stakeholders and collaborators. What is the best approach to solving this objective? What licensing will we need to accomplish this goal?

You'll need a license to cover 54 users, 50 stakeholders/collaborators and 4 developers.

You could allow for some anonymous or shared usage, but you won't know who is doing what, so it probably needs to be limited.
