When I added a new user in Atlassian, I provided them access only to the Confluence page. However, when the user tried to access Jira, they were automatically granted Jira access, which resulted in an increase in the user count. I have to check and remove Jira access each time, but whenever the user tries to access Jira, a license is automatically assigned to them.

Hi @siva s ,

Welcome to the community! 
It sounds like the users are in a default access group for you jira application.

You can check the groups this user is in and then check the product access for these groups. 
You can also check your "User access" settings in the admin -> Products. There you might see that all users from a domain get access. 

You need to be an org admin to see these settings, so please refer to one of your org admins if you are not one yourself.
