Quick one: If I purchase a 50 users license will I be able to set a new one after 50th one when some of them are inactive?

Yes, you will. Think of the license limit as a "cap" - you can't have more than the cap active - you won't be allowed to add user 51 unless you inactivate old users. But as long as you're showing <50 active users, you can add more.
I think the question you might be asking is "can I add inactive users". For example, if you've got 50 active users and you want to add 10 users who won't actually be active (e.g. for email or reporting purposes, or preparing to move developers around). The answer there is actually no, because when you add a new user, Jira will put them into the login groups automatically, which makes them an active user. Even if you plan to immediately make them inactive, by removing them from the login group(s), the cap won't let you. Sherwin's answer is not quite right - it mentions "jira users" group, which is a starting point because that is the default "can log in" group. But the second part is misleading because the definition of "active user" is "can log in". Under the default setup, this would mean the definition of an active user is "user is in jira-users" and removing them is the only way to make them inactive.
If a user is included in the group jira-users it will be counted in the license even if they are inactive.
