I had to create a Dashboard  to display the total count of "Tests" within all "Test Plans" and the corresponding execution status.

Welcome to Community. 

Reading your question I am not sure there is enough information to help out. Test plans are not a native feature of Jira so what or how are you creating them? Are you using a third party app? If so which one?

Any information you are able to give can help users better aid you.

If using a third party app as well, while you may find some users of it on here, it is also recommended to reach out to that vendor as they can often assist better.
