JQL lets you search for issues. That's about it. For detail, see https://confluence.atlassian.com/display/JIRA/Searching+for+Issues
For reports, the concept of "saved filters" is useful - you issue a JQL search and save it as a filter. When used, the filter is run again to get the current data. Then you can use that filter in a lot of reports

JIRA is really flexible and it is possible to extend its reporting capabilities via plug-ins published on the Marketplace or by writing your own plugins.
If you want to extend the JIRA reporting capabilities with standard SQL and use industry-standard reporting tools then SQL for JIRA is a commercial plugin that transforms native JQL into standard SQL.
