Issue security field not shown in the Issue creation screen

Hi,

I've created a issue security scheme, so that customers cannot see our issues but only theirs. I only use default screen.
I've put the security scheme to a project (see http://i.imgur.com/xp4vp.png).
The problem is that when i create a new issue as administrator (the group that can use the level two of security), the security field doesn't appear in the issue creation screen (see http://i.imgur.com/iT52y.png).

It's kind of weird, because the field is with the other ones, where i can hide or show them. It works for the others (see http://i.imgur.com/eWK8J.png).

i'm doing something wrong, but don't know what :)

Can you please check whether that group has the 'Set Issue Security' permission in Permission Scheme?
