Is there any concept of licensing apps per user rather than per Jira software user?

We're trying to convince our CTO that there are some apps that would provide business value, and although he agrees that some of what we're showing him is useful he's unwilling to let us have everything we've suggested since we have to pay for each app based on the number of Jira users rather than the number of app users.

Does anyone know if there's been any discussion from Atlassian about anything like app licenses per app user whilst still allowing app developers to make money, and possibly having a break even point where it's better for the company to switch to the existing model?

There has been an RFC over on the Developer community raised a little while ago regarding this. Keep in mind though it is just a suggestion and not sure this will get implemented.

Also, from reading the RFC it seems the vendor can decided whether they wish to opt-in or not in this system.

Same boat here, there's so much good stuff only needed/requested by 1 team or for a certain use case that we need to pass on due to the licensing model asking us to pay for 50-100 times as many users as we need :(

Eagerly watching this and hoping for any good news.

I also completely understand your frustration. We're facing similar challenges with the licensing model, where we often have to pay for far more users than we actually need for specific apps. It makes it difficult to justify the expense, especially when only one team would benefit from a particular tool.

I haven’t seen any official discussion from Atlassian about moving to app licensing per user instead of per Jira user, but it would definitely make a lot of sense for situations like ours. It could allow smaller teams to leverage valuable tools without breaking the budget.

Hopefully, Atlassian is listening to user feedback on this topic, as it could open up many possibilities for organizations that rely on their ecosystem. I’ll keep an eye on any updates, and I hope we see some movement in this direction soon!

I am not aware of Atlassian even talking about that. There's too much money in for them as it is now.
