I want to do weekly / monthly resource planning on "project" level so that I can visualize how many resources will be assigned to X project and how many resources will be available after Y months.
It'll be beneficial if the plugin also has the capability to cross-check assigned hours and hour logs for past months.
I have seen demo videos of a couple of planning plugins which offer epic level planning but I don't want to plan with such depth.

In our ActivityTimeline plugin we have a solution here. ActivityTimeline is a resource planning system where you can see all your tasks/epics/stories on a timeline view. The plugin allows to filter all tasks by project(-s) and you can manage them on a timeline dashboard.

we from Ease Solutions have an tool in place which allows you to plan and track resources on project level, not based on issue level. The add-on for Jira Server or Data Center not yet available on the Atlassian Marketplace, but used internally for already a long time.
