We run JIRA on a self hosted server and would like to add a test management app to it. Is it possible to add XRAY or similar apps to our server hosted JIRA?

Yes, it's possible to add a test management app like XRAY to a server-based version of Jira, as long as your Jira instance is compatible with the app. XRAY, along with other test management apps, supports Jira Server installations, provided you’re running a version of Jira that aligns with the app’s compatibility requirements. To get started, you’ll need to navigate to the Manage Apps section within your Jira Administration settings and search for XRAY or a similar app through the Atlassian Marketplace.
Keep in mind that Atlassian has officially ended support for Jira Server as of February 2024, so it might be worth considering a move to Jira Data Center or Cloud if your long-term plans involve continued support and scalability.

Unfortunately, you need to be the Jira Administrator to have access to Manage Apps section and install (or even review) 3rd party apps

If you mean Data Center by writing server the answer is: yes, of course :)! You can easily search for all the Marketplace apps compatible with your Jira version directly via Manage Apps section in your Jira.
Nevertheless, if you are referring to Jira server, please kindly note that as this hosting is not supported anymore, no Marketplace apps are available for this one. Please refer here: https://www.atlassian.com/licensing/server-end-of-support#server-end-of-support for more information
