InTEMPO, why the reminder for late users is based on uncompleted timesheets instead of on submission.

We implemented an approval timesheets process and we expected that the second reminder scheduler would be based on who hasn't submitted his timesheets. One can submit his timesheet without having worked what it is expected from his workload scheme.
