Could you please clarify workflow functionality?
a. Our workflow was modified by our Jira admin. Does these changes affect other hosted Jira projects ?
b. If the other projects have their workflow modified by added other statuses or statuses switched around, does this affect my project?

Workflow can be created within the project if the same workflow are assigned to some other projects if anychange happens it will effect to other projects as well

No it will not effect to your project if you created the workflow within this project

Basically, if any/all workflows are modified in a "single" project, these changes will affect every project in Jira. Correct?
What if the workflow was changed in another project and interferes and the workflow does not work with my project? This is currently the case... what is the solution?

@Julia Bell No your concern is wrong workflow build in every project if any workflow change in one project will not effect to other projects

My PM and Scrum Master are in agreement that when the workflow changed by adding new statuses or moving existing statuses in other projects that affects ours.

@Julia Bell assuming that the workflow is only used by one project. If the workflow is shared, removing the status will affect those that share that workflow.
One status can be used in multiple workflows. If you change the name of the status, it will be changed in all workflows and that is your case.
