On Jira Cloud, I created a software project A. I have a Service Desk project B.
I want to create an automatic rule when a Ticket from project B is doing a specific transition. This rule has to create a new task on project A with a link with the task from project B.
I did not find the flash icon on Service Desk side to create any automation rule.
Can someone help me ?

Under your project settings you should see an Automation menu (where you can see both Legacy Automation and Automation (the newly acquired one).
For the rule itself there is a similar one in the template library you can take a look at!

This one does the exact opposite (JSW -> JSM) but it should give you the idea of how to implement this for your project.
