I need to reactivate my account, but I can't. The system doesn't allow me to access billing to enter my card information.

I believe the site has been reactivated within https://getsupport.atlassian.com/servicedesk/customer/portal/35/CA-3248043
If you are still having problems to access the site or post a payment, please reply within that CA ticket for additional assistance.

Welcome to the Atlassian community.
When you say reactivate your account, do you mean your user account? Are you getting an error when trying to enter your email address and password to login to the Atlassian Cloud ecosystem?
Or do you mean that you get an error message when you try to access your Jira product (https://xxxx.atlassian.net/jira) or when you try to access the administration hub (https://admin.atlassian.com)?
What action are you taking and what response are you getting?
