I cannot create a Jira type Initiative anymore as it's asking me for a parent

But Initiative is the higher level in my hierarchy.  What is the setting to remove the obligation to have a parent for any type of issue?

Check your workflow to see if the transition require that Parent is filled out and also check you field configuration to see if the field is set to required.
