Every instance of this is that I find on the boards some different issue!
I have a brand new project and I'm attempting to populate a first sprint. When I view the issues list, there are dozens of open issues. When I move to Board dropdown to Backlog, in the Backlog list underneath the sprint I see only 3 issues.
Can someone tell me the requirements to show up in that Backlog list?
Issue must be unresolved
I think this has to do with some custom fields configuration or even workflow configuration?
I used to run into these sometimes, you might want to check the columns setting in configure board. The items that show are the ones that are mapped. Unmapped items will remain hidden.

In addition to @Varsha Joshi 's suggestions...
First, can you share with us the Filter that the board users? You would find that by clicking the ... button in the upper right corner when viewing the Active Sprints or Backlog, selecting Configure Board, and looking for the filter on the General tab.
Second, when you see "dozens" of issues in the list, what are the issue types and statuses for those issues? Issues that are "done" (status is color coded green) will not display in the Backlog because there are "done" - no additional work is needed, so there is no need to assign them to a sprint, so there is no need to show them in the backlog.
Are the missing issues Epics? Epics don't display in the Backlog list. Instead press the E button on your keyboard to show the Epics panel.
