How would we know that the JIRA being used is hosted on a standalone server or data center or cloud? Is there a a way of recognizing?

Glance at the UI.  If all the menu stuff is icons on the left, you're on Cloud.  If they're across the top, you're on Server (or DC).   Or the url - if it's <something>.atlassian.net - Cloud, if it's anything else - Server

Also check the footer.

You are asking from the user point of view? Not as an administrator?

In clould the url has .atlassian.net suffix. 

I do not know how to distinguish data center from not data center, if you do not have Jira admin global permission.
