How to we get Global permission

for creating email notification, i was asked to :

1. Log in as a user with theJIRA Administratorsglobal permission.
2. SelectAdministration > Issues > Notification Schemesto open theNotification Schemespage (seeabove), which lists all notification schemes that currently exist in your JIRA installation.

So how do I get the global permission as I am using trial version of JIRA. and I do not have NOTIFICATION SCHEMES option in ISSUES.

SO can you please help?

ANd how about the system administrator of atlassian? We are given 8 users and out of 8, one is Atlassian system admin. Can we get to take that out or no?
