How to tag a specific user in automatic jira email based on action performed.

I want to send an email to people that update fixversion field after cut-off time. 

I set a cut-off data custom field. By checking if fixversion has been updated after a specific date I want to sent an email to the specific Jira user that perform that action. 

Is it possible to do it?
