How to port a Jira project and all its associated dependencies from one jira instance to another?

Is there even such a thing and if so, how might it be achieved?

Problem: 

We have 2 on prem instances of Jira and would like to lift and shift a Jira project from one instance to another. Assume both instances are identical in terms of their configuration and authentication setups with different access URL.
