I am trying to allow someone that is not a Jira Administrator to import issues into their project with parent-child relationships.
This question has been asked before and the answer has been no. I am asking again because I noticed that I am able to in the Jira sandbox.
In our Jira sandbox, I am able to import parent-child relationships from the project by going to Issue Navigator ... Menu > Import issues from CSV (not the External System Import in Jira settings).
In our production Jira, I am not able to import parent-child relationships from Issue Navigator ... Menu > Import issues from CSV.
Is this just a difference between how the Jira sandbox and production sites work, or is there something different between the configuration of the sandbox and production sites that I can change to allow this functionality on the production site?
According to this documentation, it should not be possible except when using the External System Import (Cause 2 and Solution 2), but I am able to in the sandbox for some reason:

Welcome to the Atlassian community.
As a Jira Admin if I go through the Issue Navigator (aka View All Issues, aka Search for Issues) screen and access the Import Issues from CSV option, then I end up in the External System Import process and get the option to map a field to Issue ID.
In the production instance where you don't see the option, are you sure you are logged in as an account with administrative access?
