I have created a backlog and added some stories in it but I cannot see the "create sprint button". Being the admin, I have all the permissions and am using a scrum board. Please advise

To be able to start the sprint, you need to have the managed sprint permission in all the projects that are mentioned in the board's filter.

Looking that this screenshot- you're using team-managed projects. These projects don't use permission schemes but instead have roles that have permissions. So in other words, the first screenshot that you shared has nothing to do with this project.
Coming to the solution, go to project setting(bottom-left)> Access > Add people and add yourself to the administrator role.
If it still doesn't works, share the screenshot of the backlog.

@Laurie Sciutti filters are not present in TMP. So there shouldn't be anything inside the Configure board option.
The only thing that plays a role in TMP is the permissions(in short the project roles). Assuming that roles haven't been modified, getting added to the admin role should be sufficient.
