I am trying to build a backlog which would consist of having an Epic that has Features under the Epic and then being able to create User Stories under the Feature. It should have a hierarchy like: Epic-Feature-User story and then be able to create several tasks under the user story.
You would need to create a new issue type called "Features" then add that to the issue type scheme for the project. Jira is flat and the only true Hierarchy is Issues > Sub-tasks; so you will need to implement/train your staff on using the tickets correctly.
At former company, we had Features and now I am at a new company and need to figure out how to implement this. A flat structure will not work. Any idea, is there a plug in for this?

When it comes to issue types and hierarchy it really boils down to the workflows and understanding the purpose of each issue type within the frame of the project. There are now a variety of addons you can acquire to help with this, as well as discussions amongst our peers.
