We are running JIRA (v4.3#614-r144677). When we walk a ticket through a workflow really quickly, we get all the notifications we are supposed to in a batch, but they are received in reverse order of the workflow notifications.
If we create and close a ticket before the mail queue empties, we get the close notification before the create notification. I updated the Mail Service to send out every minute, but if we go through the workflow fast enough, we still get them out of order.
Is there a setting somewhere to fix this?

we have the same behaviour and some probelms with this.
AFAIK there is no setting; except the send mail frequency which does not help always (as you've described)
We meanwhile "solved" this by very much reducing the notifications as most of our people see them as spam... (they prefer the poll-mode with using dashboards)
Nowadays only important events are sent to a very limited group of persons (assigee, watchers).
