Like to upload a list of components while setting up Porjects.
I see only a manual "Add a Component" option. Any other options to upload a list from Excel?
You can use the addComponent action from the JIRA Command Line Interface to add a component. Put a list of those actions in a file and use the run action - example: https://bitbucket.org/bob_swift/jira-cli/src/ea0def7f96e3/src/main/resources/examples/runExample.txt. Or use runFromCsv on a appropriately formatted csv file.

If you import issues from CSV, you can import components from there (and remove the issue(s) later). Or use Jelly scripts. Both ways need a bit of prep, although neither are hard.
