Just by typing whatever the label needs to be on the labels field should create a new label for you. No need to be and admin or anything like that to do so.

If you scroll to the bottom of dropdown in the Labels field it offers to create a new label for the name you typed in the Label field.

In Jira cloud the above doesn't work. I can type a new label but nothing works to save it. no save button. checkmark does nothing. it loses the value i enter when i move on. highly frustrating

correction it does work. Jira doesn't allow a space in the label. Once i fixed that and clicked check mark it added it.
