In the plan view I can see a progress bar that shows progress in Blue, Green and Grey colours but not as a percentage. Is it possible to see the progress as a % complete in Jira plan view and also when exporting Jira data into excel?
Note: I am using Jira Cloud
If you select the progress bar, it will provide the details, including percentage.

Not sure, if this can be achieved out of the box in jira. If you would be interested in a mktplace app, do take a look at
The app shows your issue hierarchy in a tree view and the same view can be exported to a CSV file. Along with % progress for time tracking / story points and even status of child issues. The app has multiple other features which are very useful in project tracking and management and is free for upto 10 users.
