We are planning to migrate the Jira DC to DC, we should migrate the users and groups prior migration. How can we export the users along with passwords from source DC or DC database to csv and how can we import this csv file into target DC or DC database.

1) Connect target Jira to the source Jira as a user directory, see:
2) Install User Management for Jira app on evaluation license, go to Bulk User Actions, find users you need to copy, select in bulk, use "Change directory" action, choose internal directory as the target, choose "Copy" option.
3) Disconnect/Disable the directory created in (1)
4) Enjoy.

At you building a new instance DC and you need to get all data from Source DC to Target DC ?
Wich back end database are you using ?

We are using PostgreSQL databases in both source and target DCs and users are added into Jira internal directories.

Why not using directly the backup/restore instance feature ?
Your instance DC 1 backup can then be restore on your DC2 and user accounts and groups are comimg also as it is internal account
