I am just starting to learn how to use Jira. I would like to ask if using the IT team bundle instead of the development template means I cannot use Github for Jira? I want to add branches and connect them to my Github. Or can I use automation to create this connection?

As it has already been mentioned, you need to integrate Jira and GitHub to ee the development features.

You need to:
1. Enable connection to GitHub (if it's not yet enabled)
2. Check issue layout in IT project. Looks like development field is removed from issue layout, that's why you don't see it.

I noticed something - in my Software Development template, there is a <Features> option that can enable the development workflow. However, in my IT Project template, this <Features> option is not available.

Welcome to Atlassian Community!
In order to use development features, like branches, PRs, etc.. you need to connect Jira to according service, like GitHub/GitLab/Bitbucket. Only after that you'll see this development features.
It can be done by administrator of your instance. It's made here:
