Free Cloud version not giving 10 users

I was using Jira Cloud (Free) which has up to 10 users, but all of a sudden it's saying I don't have any free users left. However, I only have 4 users set up.

 

When I came to post this ticket I noticed it asked me which board I was posting about, and it included a second one luceeserver.atlassian.net for which I am a member not an administrator. I did sign up to that few weeks ago, but this user limitation only occurred today, so I don't think they are related but it makes me wonder.

 

I can't ask Atlassian as they don't offer support requests on the free version.

 

Does anybody have any ideas? Thanks.
