Yep, the "Rank" field is locked. This is intentional!
Here's why:
Think of it this way: the "Rank" field is like a behind-the-scenes mechanism that Jira uses to keep everything organised. It's not meant for direct user manipulation.
If you want to change the order of your issues, use the drag-and-drop functionality on your backlog or boards.
