Error Starting JIRA on new Windows Computer - JVM Says It is Maxed at 493 MB

* I installed JIRA 8.12, with all defaults on my – laptop, Windows 10 Pro, 64bit, 16gb memory, and have the Web Page error ‘Jira Access Problem’ .. 'maximum memory allocation pool (-Xmx) is required to be at least 786m'.

* I created a Virtual Machine on this same laptop - new Windows 10 Pro OS install, and JIRA 8.12 works fine and allows me to set it up

* It appears that something is misconfigured on Windows.  Any suggestion o where to look or how to fix it?

JIRA pointing to the JRE on this computer would not work.  Had to install 'jre-8u261-windows-x64.exe' and set environmental variable JRE_HOME to point to 'C:\Program Files\Java\jre-8u261' directory
