Does CRM contacts counts against JIRA users?

I am evaluating JIRA + CRM for Jira. 

CRM for JIRA (by TeamLead) has a feature that allows to sync contacts with JIRA users. In order to relate issues with contacts this feature must be on.

So, that action creates a new user for each of the contacts found in CRM. I want to make sure that these new users are not counted against the licensed users.

It seems right as you stated.

Teamlead members, also responded with a similar answer, so users with login permissions will count against the licensed users.

While I am not familiar with the CRM for JIRA plugin, I can tell you that JIRA's license count is based on Global Permissions. Users with any of the following Global Permissions who are in an Active status will count towards the license:

  • JIRA System Administrators
  • JIRA Administrators
  • JIRA Users

So, you can apply this rule to the accounts that the plugin creates.  If they are active and have any of the three aforementioned Global Permissions, then they would indeed account against your license user count.
