We have managers that want visibility into our output, but do not need to work in Jira. Do you need a Jira license to have visibility to:

Reports

Dashboards

Plans

Boards

Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.

Hello @Kathy Henderson

Welcome to the Atlassian community.

If you do not enable Public access to the projects and Public access to the filters used in those entities, then yes, users need a license to view that information.

The users must have permission to view the issues referenced in each of those entities. That permission is granted through the project settings. You can limit access to only licensed users, or you could set the access to be Public, which would make the information visible to anybody on the internet who found your URL.
