Do login attempts when LDAP connection is lost, count as failed logins and trigger captcha?

As far as I see, Jira does not allows users taken from Active Directory (or any LDAP) to login to Jira when LDAP server connection is lost, since it cannot verify the user password.

The question is: Do these login attempts count as failed login attempts and cause a user to pass the captcha threshold? Will the user be asked for captcha when the connection is back?

I just performed a test in our lab with an unreachable AD server.

It does not look like the failed password count increased.
