Customized fields and edit dialogs

The instructions fr customizing the field configurations in JIRA do not seem to match what I see on my screen.  I want to hide unused fields from the edit window for all issue types at the enterprise level, and configure the fields in each issue type to only show those fields that we use for that type.

When I try to follow the online instructions, I do not see the commands being referenced.  Is this just a lack of understanding o my part, or an access issue?

It can not be 7.2.12 and Cloud. Your documentation is for Cloud. For Jira Server 7.2.12 you can read here:
