Chat notifications on Dependencies

Question

I noticed there is a chat function on dependencies, but despite the fact that the ability to "@" someone exists, it doesnt appear to be notifying that person that there was a comment/chat added.  Is there some kind of setting that needs to be enabled to ensure that communications happening on dependencies are triggering notifications to the parties involved?

This applies to Jira, but not in Align. These settings are not the same as in Align.

This is Jira Align, rather than Jira.

This answer seems to suggest that email notifications are not supported within Dependencies:

Though you can tag the relevant person in the chat section of the dependency and they are notified when they login to Align. So when the user logs into Align they should see the red notification at the top right in the notification icon but won't receive an email directly when they are tagged in the dependency chat section.

^ But they should have a notification when they next login.

Im speaking specifically of the chat function on Dependencies in the Program level of JIRA Align.  Here is an image:

Despite the fact that I was able to @johnmcclimans and @christiestaton, they were not notified which is creating difficulty keeping track of comments going back and forth between individuals involved in the dependency.  When someone is mentioned in a comment on a story or epic, the person receives a notification so they are able to communicate directly on the issue and the entire conversation is attached to the issue being worked.  Why do dependencies offer a "chat" function, if they dont behave the same way?

Is there something I can enable so that chat works like comments do?
