Cannot add watchers to tickets even though they are part of the organization?

What permission is the user missing when I cannot add them as a watcher? These users are "customers" they are not agents or admins.

 

There was an error adding watcher

  • The user "david" does not have permission to view this issue. This user will not be added to the watch list.

Hello,

You need to add customers as participants, not watchers.
