I think if you use Microsoft Edge you can do this by default when copying any link.

The summary of a Jira ticket can't be included in its URL or when copying the issue key.
However, if you paste a link to a Jira ticket in Confluence or Jira, it is converted into a smart link that displays the issue's title. You can find more information about this here.

It's nice that Edge is automatically including the Issue summary/title when you copy a link out of it. I've also wanted a way to - across multiple different browsers - copy a hyperlinked Issue ID + summary/title to my clipboard.
I created a Jira Cloud app that allows you to copy a hyperlinked Jira Issue key and summary/title to your clipboard by clicking a button that appears on the issue view.
Here's a screenshot showing how the app renders on an Issue view and the button you click to copy the Issue Key + summary/title as a link:
The app also allows you to define a custom template so you can add more Issue data and personalize the copied text (including optionally enabling/disabling an embedded link back to the Issue).
