I have a personal Atlassian ID that was created at some point from my old bitbucket-only account.
This personal account appears as a user on my work's Atlassian account (in admin/org/users)
When I log in to my personal account and go to https://team.atlassian.com/ I see Bitbucket (which has two workspaces - the work's and my personal one), and I see Jira Work Management and Jira Software for my work.
Now, I want to have a personal Jira software instance, but don't seem to be able to create one anywhere.
Is it possible, or I have to create yet another Atlassian ID for this?

I had to suspend myself from the work's Jira, then I was able to create my personal Jira software instance. I then restored my access in work's Jira, and now I am correctly seeing both personal and work's Jira in https://team.atlassian.com/your-work

In the cloud ecosystem, one email links to 1 unique Atlassian account, if you need another account for personal use you'll most likely have to sign up with a different email.

Try login into https://start.atlassian.com/
This will show you all the products your user has access too.
