Can't create a new issue type and use it other projects

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I'm an admin and have couple business projects.
My goal is to create a type of issue, which can be created in every project, but operated (proceed) only in specified one.
In Global Settings - Issues, I've created a new type of issue "X", created a workflow, added an Issue Type Scheme to "X". But all the workflows are inactive and I can't find or use created new type of issueI "X" in my projects and use new workflow.
Help me please!
Or maybe you have a solution for such needs by another approach (some forms maybe, which can be sent from one projects to another
