Can't @Mention other users?

A user in our team cannot tag other people in comments though they have the permission rights to browse, view and edit. 
Is this related to the Permission Schemes for projects at all or just issues with the plugin perhaps?

I couldn't find the answer to this problem and when I googled this was the first link that popped up.

If anyone else hits this from google. This is a Global Permission

Browse users and groups

View and select users or groups from the user picker, and share issues. Users with this permission can see the names of all users and groups on your site.

Hope that helps others out there.

Adding that specific group of individuals to the Global Permissions "Browse Users" also worked for me.  We use the server version FYI.

The user who is trying to mention another user should have Browse Users global permission, which is required to browse (populate) users.

Hi @Gregor Kasmann_Actonic I'm having a similar issue. I'm on JIRA v7.1.6#71010 and one user, who has the same permissions as roles as other users, cannot be @-mentioned. We have type "[-username] manually for it to populate. 

Any idea why this is happening with one person and not with others who have the same roles and permissions?

I have the all the required permissions to mention any user in the comments but the issue is its populating all the existing users when i try to mention with "@". i can only see the users who are the member in that project or who are in the role of reporter or watcher.

but its not happening in our cloud instance. i can see all the usernames when i try to mention even though they are not part of that project.

can you please advice me here.

check https://confluence.atlassian.com/adminjiraserver/configuring-renderers-938847270.html and see if the Field Renderer is set to Wiki Style. fixed this for us on 8.5.4

@Jeffrey Strauss  In that version of Jira Server (7.1.6) there was a known bug that could prevent @ Mentions for working correctly for some users. 

Please see https://jira.atlassian.com/browse/JRASERVER-45836 for more details.  That specific bug was fixed in 7.1.8 and higher.  Not sure if this is your cause, but if that persons username starts with the same letter as the domain/hostname that the Jira URL is using, it was known to happen for those specific users.
