Can Standard Plan users create Company Managed Projects?
- Is there any hidden costs?
- do we need to upgrade to "Premium" plan to be able to use company managed Projects?

Yes you can create company management project on Standard Plan, you do not need to upgrade to Premium (even though premium contain more features) You will not be billed per project, you can create as many projects as you like.

Jira standard plan user can create and manage company managed projects
To allow anyone to create a company-managed project, make sure that person is in a group that has Administer Jira global permission.
To allow anyone to create a team-managed project, make sure that person is in a group that has Create Team-Managed Projects global permission.
