Can JIRA track project risks, issues and accomplishments?

It seems like a no brainer that Jira tracks risks, and accomplishments, but can it also track risk. I would like to be able to at a project level and cross project level report out on all three areas. It would be really nice to keep all of this project data together under one umbrella like Jira.

The answer to your question is "yes", which you've answered yourself already. A risk can be seen as "some thingy we need to track, keep information about and probably do something about" which is pretty much the definition of what Jira is for.

I think we need you to expand on that question and explain what you're looking for specifically. Most of the times I've used it as a risk register, we've done it as a separate project, or by putting risks related to a stream of work into the project the group of users are using for tracking stuff (in both cases, have "risk" as an issue type is really helpful, giving it specific fields which only apply to risks), but that might not suit you.
