I have a company-managed project and I have customised my issue hierarchy, renaming Epics to Features and adding a new level.
I want to create a Scrum Board that shows only Level 1 issues - Concept, Improvement, Feature (was Epic).
I have already created a bunch of Concept, Improvement, Feature tickets as you can see by this filter search:
But only 2 are showing in my backlog:
This is my board filter:
It seems that I can only see the Feature Type tickets in my Features & Improvements panel:
I can however see the Feature tickets in the Active Sprint Board.
So it seems that it is just the backlog that doesn't display the Feature Issue Type.
Is this a limitation of Jira?
Can I configure my project to show Level 2 tickets in the Parent Sidebar and the Feature tickets in the backlog itself?

No, you can't.
Jira has some special functionality associated with the Epic issue type that is created out of the box. That panel in the backlog screen is one of those special functions.
Jira allow you to rename the issue from Epic to something else, but that special function is still tied to that original issue type.
That panel can't be reconfigured to show a different issue type instead.
I looked for a change request about this but did not find one during my quick searching.
Yes, I think that that panel should be a space for parent tickets of the level you are looking at, or that your board is filtered to see.

You should provide that feedback directly to Atlassian. You can use the Feedback option built into the Jira application. Or you can ask your Jira administrators to open a support case with Atlassian.
