We have epics that were created before we implemented an issue collector. I would like to change these epics to have the same layout as the newer ones created by the issue collector. Is this possible?

Are these Epics in the same Jira Project? Do they have the same project key as a prefix for their issue keys; i.e. ABC-123?
What is the project Type for the project(s) in which the Epics exist? You can get the project Type information from the View All Projects page under the Projects menu.

I can see that the Epics are in different projects:
S1000 is a Company Managed Software project. That is the old layout.
I can see that the new layout is in the PIT project. What type of project is that? Find it in the list of projects on the View All Projects page under the Projects menu, and tell us what it says in the Type column.
If PIT is also a Company Managed Software project, then it is technically possible to share the screen configuration, fields, and layout between that project and the S1000 project. If PIT is a Team Managed project, then sharing that configuration is not possible.

There is an option to copy the Issue Layout from one project to another. Refer to

That will affect only the Issue View, not the Create Issue dialog.
If you want to affect the Create Issue dialog also then you need to gather this information for each project:
1. The associated Issue Type Screen Scheme - which associates issue type to Screen Schemes. It is probable that the projects are using different Issue Type Screen Schemes. You can see this information in Project Settings > Issues > Screens
2. In the Issue Type Screen Scheme you can see which Screen Scheme is associated with which Issue Types. In the PIT project make note of the Screen Scheme associated with the Epic issue type.
3. Edit the Issue Type Screen Scheme used by the S1000 project. In it associate the Screen Scheme from step 2 to the Epic issue type. Note that if the Issue Type Screen Scheme is used by multiple projects and not just the S1000 project, then all the projects using the screen scheme will be affected.
